Zack
Of Counsel
Tom Zack has over thirty years of experience in intellectual
property (IP) law, especially patent application prosecution
in the mechanical and electro/mechanical arts, as well as
other IP matters (determination and/or waiver of rights, grants,
contracts, licensing, opinions regarding patentability and
infringement, and litigation support).
Tom has served as patent attorney for several departments
of the United States government, including the Department
of Interior, the Department of Commerce and the Department
of Energy. The agencies under these departments for which
he provided legal services include, the Bureau of Mines; the
Bureau of Reclamation; the U.S. Geological Survey; the Office
of Surface Mining; the National Institute of Standards and
Technology (NIST); and the National Oceanic and Atmospheric
Administration (NOAA). After working as a patent examiner
in the U.S. Patent and Trademark Office for about four years,
Tom began his legal career as a patent attorney with two U.S.
corporations (Graco, Inc., and Control Data Corporation).
In his government career Tom was a participant in the interagency
committee that developed the provisions governing rights to
data, as currently followed by civilian agencies of the U.S.
federal government. He was also one of the writers of the
regulations governing the determination of rights to inventions
made by employees of the U.S. government. Tom has conducted
seminars on intellectual property rights for federal government
employees.
